As the London police shooting of Jean Charles de Menezes proves, this task is harder than you might think. As a public service, I've compiled a list of friends and foes. Karimov Leader of the Karminov regime in Uzbekistan. After coming to power in 1989, Karminov banned leading opposition parties and held onto power through a series of rigged elections. In May 2005, government forces in the city of Andijan used lethal force against unarmed protesters, killing more than 500 people. President Bush claimed "Islamic Terrorists" could have possibly been behind the shooting. A Human Rights Watch report stated there was "no evidence that any of the speakers at the protest promoted an Islamist agenda. According to numerous witnesses, their grievances were overwhelmingly about poverty, corruption, and government repression." Amnesty International confirmed this report, stating the protesters were "calling for justice and an end to poverty". Uzbekistan's jails are also home to more than 7000 political prisoners and torture is routine. |

Hosni Mubarak, President of Egypt
When Preside Mubarak took over in 1981, he initiated "emergency rule" which has remained in place ever since. This state of emergency rule allows police to arrest "a threat to national security and public order" and hold them without charge for extended periods of time, even if that extends to years. Torture in Egypt is widespread and well-known. In 2003, 21 men were sentenced to three years each in prison for practising homosexuality. |

Colombia has a long record of human rights abuse. In addition to this, they've continued to wage an especially bloody "War on Drugs" which has left scores of civilians dead. Neil Hicks of Human Rights First reported that every month President Alvaro Uribe releases a statement every month equating the government's human rights critics with terrorists. |

To be fair, Marcos was originally elected to office (despite a record of being a murderer, WWII fraudster and Nazi collaborator) in 1965. In 1971 he instated a rule of martial law and overturned a ban on him remaining President. Under his rule, the Philippine national debt ballooned and his administration routinely employed various forms of torture |
